WRCF’s Investment Approach

WRCF’s Board of Directors approved an updated Responsible Investment Policy that is 100% mission-aligned. What that means is we have extended our commitment to investing and growing our assets, but have consciously made the decision that we will do so in a way that is socially responsible without compromising financial returns. In 2023, we took another step in that journey with the appointment of RockCreek as WRCF’s outsourced Chief Investment Officer. As we continue on our journey to ensure mission-aligned investment, we are now working with RockCreek on a strategic approach to reviewing our full portfolio, making smart and calculated choices in partnership with our investment managers, and over time ensuring we are consistently “Doing More Good” how and where we invest.

We understand that this will take time to shift our investment approach, but we are actively seeking out opportunities to create positive change through our capital while working to ensure long-term returns.


Investment Asset Mix Benchmarks for WRCF Investment Portfolio

The Investment Committee reviews the target investment portfolio mix regularly and controls allocations to each asset class using the following asset-mix benchmarks: Public Equities (50%), Fixed Income (12%), Real Assets (10%), Private Equity & Venture Capital (15%), Opportunistic (10%), and Cash (3%).

2023 Portfolio of Investments

As of December 31, 2024, Waterloo Region Community Foundation (WRCF) managed an investment portfolio of approximately $144 million. This included WRCF’s owned assets of approximately $116 million and an additional $28 million that we manage on behalf of 14 charities. It also included 13 active impact investments in place totalling approximately $8.85 million.
